Spencer man charged with vehicular manslaughter

OWEGO, N.Y. (WHCU) – A driver involved in a fatal crash in Tioga County has been charged with vehicular manslaughter.

The Tioga County Sheriff’s Office Criminal Investigation Division arrested 32-year-old Kanishka Singh, of Spencer, on March 22, 2023. They say Singh was driving while intoxicated on February 13, 2023, when he crossed over the center line of Route 96 near East Spencer Road in the Town of Spencer and struck 43-year-old Daniel Kaczynski, of Endicott, in a head on car crash. Both drivers were sent to Robert Packer Hospital with serious injuries. Kaczynski died on February 18, 2023, from his injuries. Singh is additionally charged with misdemeanor DWI with a BAC of .08% or greater.

Singh was arraigned in Tioga County CAP Court and remanded to jail on $10,000 cash bail or $50,000 property bond. He was released after posting $10,000 bail. Singh is scheduled to appear in Spencer Town Court at 4:00 p.m. on April 20, 2023.
